About the Role:
Our client a leader in offshore engineering, construction, and services, is seeking a highly skilled and detail-oriented Proposal Manager. This pivotal role is essential in driving the company's business development efforts by leading the preparation, coordination, and submission of high-quality project proposals and bids.
Tender Document Review and Analysis
Comprehensive Evaluation: Thoroughly review tender documents, including Instructions to Bidders (ITB), Scope of Work, key contract dates, commercial price forms, and terms of payment.
Client Requirements: Ensure a clear understanding of customer requirements, submission deadlines, and compliance criteria.
Risk Identification: Identify potential risks, ambiguities, or challenges within the tender documents and propose mitigation strategies.
Distribution and Coordination of Tender Documents
Timely Dissemination: Distribute tender documents promptly to all relevant stakeholders, ensuring they have the necessary information to proceed.
Bid Key Features Summary: Prepare concise summaries highlighting key features of the bid for the team's quick reference.
Bid/No-Bid Meetings: Lead and participate in Bid/No-Bid decision meetings to assess the feasibility and strategic fit of opportunities.
Bid Organization and Schedule Management
Bid Responsibility Matrix: Establish a detailed Bid Organization Chart and Responsibility Matrix outlining roles, responsibilities, and deliverables.
Bid Schedule Planning: Develop and communicate a comprehensive bid schedule and plan, ensuring all team members are aware of timelines.
Resource Allocation: Ensure appropriate resources are assigned to meet bid requirements and deadlines.
Bidding Progress Monitoring
Progress Tracking: Monitor the bidding process closely, tracking milestones and deliverables against the bid schedule.
Expedite Inputs: Proactively expedite inputs from the Bid Management Team to maintain momentum.
Issue Escalation: Highlight and address any concerns, delays, or obstacles that may impact the bid submission timeline.
Leadership of Bid Meetings
Regular Meetings: Lead critical bidding meetings such as Bid Weekly Meetings, Bid Risk Assessment Meetings, and Cost Review Meetings.
Agenda Setting: Prepare meeting agendas focusing on compliance with customer requirements and the correctness of work.
Action Items: Document and follow up on action items to ensure they are completed promptly.
Clarification Management
Consolidate Queries: Collect clarification requests from the Bid Management Team regarding tender documents.
Client Communication: Submit consolidated clarification requests to the client after internal review.
Response Distribution: Distribute client responses and provide summaries to the team, ensuring everyone is updated on clarifications.
Cost Estimation Oversight
Cost Compilation: Initially review and combine bid cost estimation inputs from the Bid Management Team.
Accuracy Verification: Check for errors, inconsistencies, or omissions in pricing forms and cost breakdowns.
Advisory Role: Advise the Bid Management Team on cost allocation strategies and identify any risks associated with the pricing structure.
Technical Document Management
Coordination and Review: Coordinate, review, and edit technical document inputs from the Bid Management Team to ensure they meet client requirements.
Format Compliance: Ensure all documents are in the proper format and adhere to customer specifications.
Proposal Division Contribution: Prepare technical documents that are the responsibility of the Proposal Division, ensuring completeness and correctness.
Proposal Compilation and Submission
Document Consolidation: Combine all bid documents from the Bid Management Team into a cohesive and comprehensive proposal package.
Quality Assurance: Conduct thorough checks for completeness, accuracy, and compliance before submission.
Submission Preparation: Ensure the proposal is professionally presented and submitted by the deadline.
Pricing and Management Approval
Pricing Preparation: Develop detailed pricing proposals aligned with company strategies and market competitiveness.
Approval Process: Present pricing proposals for top management approval where applicable, ensuring accuracy and timeliness.
Negotiation Support: Provide support during client negotiations regarding pricing and terms.
Post-Bid Activities and Handover
Successful Bid Handover: Conduct handover meetings with execution teams for successful bids, providing all necessary documentation and insights.
Handover Review: Review handover requirements, ensuring all tasks are clearly defined and responsibilities assigned.
Performance Monitoring: Follow up on project initiation to ensure alignment with the proposed plan.
Additional Responsibilities
Task Execution: Perform other tasks and special projects as assigned by the Immediate Supervisor.
Continuous Improvement: Propose and implement process improvements to enhance efficiency and effectiveness in proposal management.
Qualifications:
Bachelor’s or Master degree in Engineering.
Minimum of 8-10 years in proposal management, project bidding, or business development within the offshore engineering, construction, or energy sectors.
Demonstrated experience managing complex, multi-disciplinary proposals and securing large-scale contracts.
Technical Knowledge: In-depth understanding of engineering concepts, offshore project requirements, industry-specific standards, and tender processes.
